"Espo was a 134, not a 133. With the changes to weight cutting and weigh-in rules, the old 134 is now a 141."
He might have been referring to Zach (Zack?) from OSU, not Dave. But my memory says the +7 (118=>125, 126=>133, etc) was long before Dave.
So, I'll make that a question: when did the weights change? When did Dave Espo graduate?

From the Boomer site...

Dave was 1997-2001. Started at 134 and finished at 149. Looks like the weight classes changed for his 3rd. (red shirt) year.

I believe the weights changed in 1998. No question that Espo began as a 134 and finished as a 149.

This is where I give a nod to mr_ftl's memory being better than mine.
(and hard to believe Espo graduated 16 years ago)

Correct. The weights changed in the middle of the 1997-98 season (mid-January). Although the named classes did not change that year (e.g., 118-126-etc...), there was an immediate 8-pound weight allowance given to every class AND wrestlers were forbidden from 'dropping' a class. On Feb 1st, the allowance dropped to +7, essentially making the classes 125-133-etc that we have today.

With that timing, Espo stopped being a 134 in January of his true sophomore season.
